No. Do not plan to walk to El Arco from downtown Cabo San Lucas or use an informal rock-scrambling route as visitor access. The standard way to see the Arch up close is from the water.

Walking to the Waterfront Is Not Walking to the Arch
You can reach the Cabo San Lucas waterfront and a boat meeting point on foot from some nearby accommodation. That does not create a continuous visitor path to El Arco.
The rock formations at Land’s End interrupt the coastline. Do not follow an unmarked scramble, climb across rocks or enter restricted areas because a photograph or online account suggests someone has done it before.
Why Photos Show People Beneath El Arco
Changing water and sand conditions can expose a strip beneath the opening. Photographs may capture that temporary appearance, but they do not show the current conditions or establish that crossing is allowed.
ZOFEMAT’s warning specifically addresses this misleading appearance of a walkable beach and says access beneath the Arch is prohibited. Do not plan a visit around a predicted low tide or an assumed repeat interval.
Is Lovers Beach a Walking Route to El Arco?
Lovers Beach is near the Arch, but visiting the beach and reaching the rock opening are different things. The Tourism Board describes access to Lovers Beach by boat, water taxi or kayak.
If you want a beach stop, ask the operator whether landing is permitted and suitable that day. Agree on the pickup and return arrangements. Do not assume a beach landing gives you access beneath the Arch or across the rocks.
What to Do Instead of Trying to Walk There
Choose a sightseeing boat trip that includes a view of El Arco. A distant view from a permitted coastal viewpoint is another option if you prefer to remain on land.
